depends how much room you have etc.
in general box steel some welding etc or lots of wood
i made a platform from 2x4'2 and plywood for my power rack has two inch pin spacing Ican easily vary the height, it falls short in being small when wanting to load multiple item
so depends oh how much room, $$$ etc you have

If you have the cash, go to a steel retailer and ask about "perforated tubing" or "telespar". Its basically square steel tubing with holes every 1". You can bolt together a platformm, using 2x lumber and plywood for the top. Smaller diameter pieces slip inside larger ones, so you put in telescopic feet to vary the height.
