Do you guys know of any exercises to strengthen/rehab the upper back and romboid area, keeping in mind light weight high reps. I was thinking facepulls, strict seated rows, and maybe bentover laterals. Any feedback would be great, thanks.

just bumped a thread in the Training Forum on a program I've been developing and tweaking for exactly this issue. Nik Upper Back Program.
Since you're concerned with the rhomboids just throw some seated rows in on overhead shrug days.
It's incredibly effective. Or at least it has been for me.

thanks Nik, will these exercises be good for a subluxed 4th rib? I got it adjusted back into place yesterday and the Chiropractor suggested strengthening the area massage therapy, and rest. Thanks again

yeah that's one of the 10 or 12 upper back issues I have that this program addresses. I didn't mention it because I didn't think it was that common.
Just be sure to leave your ego at the door when you do this program. It's absolutely humbling.

Awsome, thanks for the help. I'll give you an update in a few weeks.
