photoshop experts?

I am working on a project for my unit. I need a little help. I need to make a cartoon like picture. Does anyone know of a good program to use? Any help would be appreciated.

To make one, or to make a real-life picture become a cartoon-like picture?

I need a picture of a soldier in Bdu's or ACU's with his left shoulder showing. I am trying to find a pic to use. I have not had a lot of success. I may have to make one.

Unfortunately I can't do that.

Anything more complicated than a stick figure is beyond my computer drawing capabilities. However, I can edit existing photos decently. Unfortunately that doesn't help you...at all.
